Mayor Richard Stewart

Richard Stewart, born in 1948, the son of a sheet metal worker in Lincoln County, Tennessee, felt the effects of rural poverty as a child.  During the 50s and 60s, he learned that hard work, education, and discipline were the best avenues toward success.  In the future, the same three characteristics would become his definition of success.  

Richard Stewart attended Austin Peay State University where he earned a Bachelor of Science degree in 1970.  While attending Austin Peay, Richard met his wife, Franklin County Native Sandra Lester.  Richard and Sandra wed in 1969. Richard’s first teaching job in 1970 began under Principal H. Louis Scott at North Junior High School in Franklin County.  In December of 1971, Richard and Sandra had their first child, Eric. Three more children; Ryan, Cortney, and Kyle followed over the next 13 years as Richard continued his teaching and coaching career at North Junior High and later at Franklin County High School.   Richard established various businesses in Franklin County two of which are Stewart Insurance Agency and Stewart Aluminum Products.

Franklin County Mayor Richard Stewart has dedicated much of his adult life to serving the residents of Franklin County. First a Winchester City Councilman, Mayor Stewart understands the important roles that the councilmen play in city government.  Mayor Stewart served on the Winchester City Council from 1982 to 1989 before being elected to his first term as Winchester City Mayor in 1999.  After two terms of serving as mayor for the city of Winchester, Richard Stewart was elected as County Mayor in 2006, 2010 and is currently serving his third term in this position after being reelected in 2014. Stewart has also served on the Franklin County Board of Education and on various state level committees. 

Mayor Stewart is a board member of South Central Human Resource Agency, Gattis Leadership, Winchester Downtown Program Corporation, Tennessee Resource Conservation and Development Council, and Tennessee County Mayor’s Association.  Stewart is also Chairman of the Executive Board for Workforce Solutions, Chairman of the Executive Board of the South Central Tennessee Development District and a Mason.

Mayor Stewart’s priorities are encouraging economic development through recruitment of new industry and entrepreneurship ventures.  He focuses on working to sustain and improve Franklin County’s quality of life through programs that promote good health, public safety, education and volunteerism.  Richard considers it an honor and a privilege to represent the citizens of Franklin County.
